Harrison, in an emailed statement to The Republic, said construction costs benefit the town beyond the park and "set up the infrastructure for future development in the area." Yentes said volunteers tried everything from professional fundraisers and capital campaigns to events and grants, but funds remained an issue. The organization was constantly competing for donors' limited dollars with other veterans and non-veterans nonprofits, Yentes said. In 2015, Operation Welcome Home planned to spend just under $2 million on the park's design and memorial wall.
